Well, I don't know what the 'cute manifesto' is. Unless I am supposed to brainstorm or free associate.
It almost makes me think of a girl's 'coming of age' and discovering the world of boys, dating and flirting, etc. The young girl is kind of shy and geeky, but gets plenty of tips from her older, popular and gorgeous 'femme fatale' sister. These would include ways to look cute and coy, etc.
Being seen as cute, pretty and 'girlish' is a cut-throat and competitive game though. There is always someone cuter waiting to take your place. There are several girls that are rivals, already trying to 'outcute' the big sister. The rules and regimen of the 'cute game' are quite strict; unbending and unforgiving. Everything from a bulimic regimen of sit-ups and diet shakes, to a certain lilt of the voice when a boy calls, to smearing your teeth with vaseline, etc.
Of course, some boys are more of a prize than others...Football Quarterbacks, potential Doctors and Lawyers, etc. Sometimes a 'cute' act can get that nerdy math whiz to do your homework, etc.
These rules and philosophies could be written down in a pink journal, bound with a bow..that says 'The Cute Manifesto'. Frilly and feminine on the outside, but an excercise in Machievellian thinking, scheming tricks, and techniques on the inside.
